Flat panel razor wire is technically known as Flatwrap Razor Wire, mostly installed along wire fence tops for anti climbing security fencing uses.

Flatwrap Razor Wire is a flattened spiral razor wire designed for quick installation above steel fence panels or existing wall, to form a high security perimeter barrier. For additional security, razor spikes or barbed wire on top of the posts can be added along the flat razor wire panels.
